Fully vaccinated people in Malaysia will enjoy greater leeway for travel, dining out, and outdoor sport, with many economic sectors, are opening up under different phases of the National Recovery Plan (NRP) starting 16 August 2021.
However, to enjoy the easing of COVID-19 restrictions, it is only applicable after 14 days of receiving Pfizer, AstraZeneca and Sinovac’s second dose, or 28 days of Johnson & Johnson and CanSino single jab, which have been approved by the Malaysian authorities.
Returning fully vaccinated Malaysian residents and non-citizens who have residences in Malaysia (including permanent residents and Malaysia My Second Home (MM2H) participants) to the country can serve their quarantine at home with digital Home Surveillance Order (HSO).
After months of lockdown since June, fully vaccinated long-distance couples and parents can cross-district and state borders to meet their spouses and children under the age of 18, respectively. Fully inoculated people can also attend places of worship for prayers, subject to strict standard operating procedures (SOP).
As of 16 August 2021, the Federal Territories of Kuala Lumpur, Putrajaya and states of Negeri Sembilan, Melaka, Johor and Kedah, are placed under Phase 1 of NRP, which is under lockdown of activities except for those deemed essential. However, under the new guidelines, several economic activities are allowed to operate, including hair salons and shops selling electrical goods, furniture, sporting equipment and car accessories.
Individual activities such as jogging, cycling and exercising are allowed, with a visit to public recreational parks for leisure activities is also permitted only in their respective neighbourhood.
Under Phase 2 of the NRP, cross-district travel and intrastate tourism involving hotels and homestays, including dine-ins at restaurants, are permitted. Non-contact outdoor sports activities such as hiking, skateboarding, equestrian, golf and fishing are allowed from 6 a.m. to 10 p.m. However, the opening of changing rooms and showers at clubhouses premises is prohibited.
More economic sectors are allowed to operate, while no limit on the operating capacity for manufacturing, construction, mining and quarrying sectors if the workforce has been 80 to 100 per cent fully inoculated.
Currently, states of Perak, Pahang, Kelantan, Terengganu and Sabah are in Phase 2 of NRP, while Perlis, Sarawak and the Federal Territory of Labuan are in Phase 3. The third phase sees most sectors of the economy operating with some curbs on social sectors remain.
Malaysia has vaccinated around 52.8 per cent of the population with one dose, including 33.9 per cent who have completed both doses. A total of 28.3 million vaccines doses have been administered to date.
As of 16 August 2021, another 17,450 COVID-19 patients have recovered, and the overall COVID-19 recovery rate is at 81.61%. At the same time, Malaysia also recorded 19,740 new cases, totalling 1,424,639 cases nationwide. The total number of deaths is 12,784 cases or representing 0.90% of the confirmed cases.
